I think the primary issue here is the mental block that people have when it comes to the direct consumption treated wastewater.  A similar example I came across recently was a consumer's discomfort with using a countertop product made, in part, from recycled porcelain toilets.  Of course the component are sterile, but it's still a graphic mental image.</description>
